Acting IRS Commissioner reports on implementing new tax law

In written testimony before the joint House Oversight and Government Reform Committee and the Subcommittee on Healthcare, Benefits and Administrative Rules, Acting IRS Commissioner David Kautter reported on IRS’s efforts in implement the Tax Cuts and Jobs Act (TCJA, P.L. 115-97, 12/22/2017).
Realizing the wide scope of the TCJA early on, IRS determined that it would need to create or change an unusually large number of forms and publications, update scores of tax processing systems, retrain its workforce, and educate the taxpaying public about the changes.
In early January, IRS began by setting up a special Tax Reform Implementation Office (TRIO) with members from across the agency. The TRIO coordinates IRS’s efforts and interacts with its business divisions and its Chief Counsel Office to ensure a smooth roll-out of everything needed to implement the law.
